Overseas luggage weight?? please help?

I know passengers are permitted 2 check in bags ( I know the sizes) they say the weight can not exceed 20 kilo. My question is 20 kilo total of the 2 bags? or 20 kilo per bag?? International flight from Hong Kong to Toronto.
