How does the IFF (Identification Friend Foe) work on Fighter planes?

I know that fighter planes have a IFF probe on the planes stabilizer but how does this work? Are there set tones that indicate friend from foe and who determined these? Do civilian aircraft have IFF's on them and if not why? When did IFF's become standard equipment on fighter planes and which country first introduced them?
